PACER Center in Minnesota runs the national Parent Advocacy Coalition for Educational Rights , serving children ages Birth to 21.

Parent Training and Information Centers (PTIC) .
Each PTIC serves as the state-level gateway to developmental and educational services for children from birth to age 21. Most offer parent advocacy training and support services as well.
